Recently, Professor Shi Yuanyuan, Chairman of our company, was invited to attend the legislative advisory meeting on the Regulations on the promotion of cell and gene therapy industry in Xiamen Special Economic Zone. The meeting was attended by Cao Weimin, Deputy Director of Xiamen Science and Technology Bureau, Zhuang Ruzhen, Director of Social Science and Technology Department, Lin Qi, deputy director and other government leaders, as well as representatives of enterprises and experts. As the group leader, Professor Shi Yuanyuan made important suggestions in the meeting.

At the meeting, the leaders of Xiamen Municipal Science and Technology Bureau introduced the legislative project in detail, the legislation was entrusted by the Xiamen Municipal People's Congress, and the Science and Technology Bureau as the proposal and coordination unit of the draft legislation, and pointed out the relevant problems currently facing. The experts at the meeting had an active discussion on the draft regulation on the promotion of the cell and gene therapy industry.

In his speech, Professor Shi Yuanyuan stressed that the fundamental purpose of legislation is to promote industrial development, and stressed that the core concept of "promoting industry" is crucial. He pointed out that the rule-making process should be moderately "open" to allow innovation and flexible development without violating regulations. At the same time, he also stressed that while promoting open innovation, "strict supervision" must be implemented to ensure the quality and compliance of cell therapy, drawing a good red line for the healthy development of the industry.

The participants agreed that a clear goal is the basis for discussion and decision-making, but also stressed the importance of learning from successful cases, called for attention to research work, legislative experience across the country can provide valuable reference for the legislation of Xiamen cell industry. Professor Shi Yuanyuan hopes that in the process of technological development and policy formulation, he will always keep in mind the original intention and focus on how to truly help patients and society.
